1. Introduction

MQM has announced its central policy objective to achieve the reorganisation of Sindh Province into Sindh-1 (rural areas) and Sindh-2 (urban areas).  This has been strongly opposed by the PPP, which is the party representing Sindh’s Feudal lords.  Sindh Government (PPP controlled) generates 94% of its tax revenues from Karachi – this is the main reason why PPP is opposed to the “division of Sindh”.

PPP, using its rural majority, passed a resolution in Sindh Assembly stating the historical reasons why the territory of Sindh should not be reorganised into 2 Provinces. The PPP resolution is based on false historical arguments: Sindh has been divided many times in recent history.  Sindhis should understand that Sindh is not an independent country.

History shows that most of today’s “Sindhis” originally entered Sindh as illegal invaders, slave traders, or bloodthirsty bandits. By contrast, Muhajir presence in Sindh occurred by legal means.

Sindh Assembly voted to join Pakistan in March 1947, which means that the Muhajir presence in Sindh was agreed on a democratic and legal basis.   The Sindhis must now act in the best interest of Pakistan as a whole, not the selfish and petty interest of the Sindhi Jagirdars (Rural Overlords).

2. What is Sindh?

“Sindh” is the name of a territorial area, like “Europe” or “Arabia”.  It has been divided many times in the past, often by its own inhabitants.  In 1783, the Talpurs came from Baluchistan via Multan, and invaded Sindh.  The Baloch easily defeated the Sindhis, and installed themselves as the masters of Sindh.  As invaders, the Baloch had absolutely no legal right over Sindh, and therefore any “unification” of Sindh under their control is invalid.

The Talpurs in fact divided Sindh amongst themselves, into North Sindh and South Sindh, each with its own currency.  Even though Sindh has been organised into many entities in the past, it never stopped being Sindh. In the same way, Sindh will continue to remain Sindh even after it is soon reorganised into (PPP) Sindh-1 and (MQM) Sindh-2.

3. 1843: Creation of Sindh-1- and Sindh-2

In 1843, the Sindhi Ameers broke a number of treaties which they had signed with the British.  As a result, the British decided to depose the Ameers of Sindh, and turn Sindh into a British colony.  The Baloch Ruler of Khairpur, Ali Morad Talpur, betrayed Sindh by fighting on the side of the British.

After the British defeated the Baloch Rulers of Sindh, they rewarded Ali Morad Talpur by separating his territory from Sindh.  As a result, Talpur’s “Khairpur Princely State” became an autonomous area in British India, like the Hyderabad Nizamate.

Even after the independence of Pakistan, Khairpur State was separate from Sindh.  Only in 1955 was Khairpur Province abolished. Therefore, PPP’s Sindh Assembly resolution is false when it states: “Sindh has remained one entity since centuries”.

Sindh was divided into Sindh-1 and Sindh-2 (Khairpur) until recently, so there is no reason why it cannot be reorganised into Sindh-1 and Sindh-2 again today,

4. “Marsu Marsu, Sindh na ddesu!”

Bilawal Bhutto is the hereditary Overlord of Sindh, destined since birth to inherit the PPP.  In his determination to retain his grip on Karachi’s taxes, he often repeats the 1843 war cry of the Baloch Ameers, “Marsu Marsu, Sindh na ddesu!” (translation: We will die, we will die, but we will not give up Sindh!”.

These words were allegedly spoken by Hoshu Sheedi, a Baloch warrior as he fought the British in 1843.  As Sheedi was not a Sindhi, these words are in fact Baloch/Seraiki, not in Sindhi language.

As Bilawal can barely speak a word of Sindhi, the irony of repeating Baloch language to claim control of Sindh is clearly lost on him.  The Baloch invaders of 1843 had no right to keep Sindh, and the Bhutto Overlords of Sindh today have no right to retain control of Karachi which completely rejects them at the ballot box.

5. Sindhis submitted to British immediately

The Baloch Warlords of Sindh lied when they said they would never give up Sindh.  As mentioned earlier, Ali Morad Talpur had already fought alongside the British to defeat the Ameers.  Soon after their final defeat, the Ameers joined forces with the British to fight under their command against other Baloch.

At Hyderabad in early 1844, a year after the British capture of Sindh, 1,600 Baloch Sardars came with 20,000 men to offer “Salaams” to Charles Napier, the Governor of Sindh.  From that point onwards, the Sindh Ameers became servants of the British, and helped them fight Baloch tribesmen on the Sindh/Baluchistan border.

6. Barbaric Rule of the Ameers of Sindh

The (Baloch) Ameers of Sindh had ruled the Sindhi peasants in barbaric fashion.  Men were regularly cutting the throats of women they suspected of adultery.  The Ameers used to practice severe forms of torture.  Slavery was prevalent.  The Ameers imposed severe taxation on their peasants, seizing up to 80% of agricultural produce.  There was no formal justice system – the weak were punished, and there was no punishment for the powerful.  The British abolished these barbaric practices.  However, since the British left in 1947, the Sindhis have steadily resurrected these practices.

Sindhi women are kidnapped, slaughtered in honour killings (karo kari), sold like animals, and there is no punishment.  Human rights organisations estimate that there are more than 1 million Sindhis being kept as indentured peasants, in virtual slavery conditions.  The Sindhi landlords seize most of their agricultural produce, and the peasants starve. Sindhi Overlords control hundreds of private jails, where peasants can langiush for more than a decade.

Today in Karachi, Sindhi style justice and policing means that very few criminals are punished.  Sindhis measure a man’s prestige and power by the severity of the crime he gets away with.  If a Sindhi can get away scot-free even after killing a man in broad daylight, he is respected more – a recent example of this was the Talpur-Jatoi murder case.

By continuing these savage practices, the Bhutto-led Sindhi Overlords have lost any moral authority to govern the Muhajirs.  Amongst Muhajirs, honour killings, slavery, crime with impunity, child labour, etc are unthinkable.  We wish to manage our own policing so that we can significantly reduce Sindhi and Pakhtun crimes in our areas.

7. Who are the “Sindhis”?

Sindh is a mostly desert area, with the Indus river running through it.  Virtually the entire population of Sindh lives in the fertile land along the river, as well as in Karachi.  A significant portion of those today called “Sindhis” are in fact recent invaders, slave traders, or even descendants of slaves themselves.

Many of today's "Sindhis" are descendants of Omani Slave traders who settled in Makran (Balochistan).  Their Black Slaves (often called "Sheedis") came with them.

In the 1700s and 1800s, many Omani slave traders settled in Makran area (Baluchistan) and trafficked in slaves.  They used to travel to Africa (especially Ethiopia/Somalia), kidnap blacks, and then take them to Arabia (e.g. present-day Saudi Arabia) for sale.  As a result, many Saudi citizens today are of black African origin.  These Makrani Omanis kept a few black slaves for themselves.  After the British captured Sindh, most of the Makrani Omanis and the black (former) slaves moved to Karachi.  It is quite bizarre to claim that these descendants of Makrani Arabs and their slaves somehow have more right to live in Sindh than the Muhajirs who created an independent Pakistan which Sindh voted to join.

Many other so-called “Sindhis” are actually of Baloch origin.  As a general rule of thumb, names ending in i/ee (Zardari, Jakhrani, Marri, etc) are Baloch, and names ending in “o” are typically Sindhi (Bhutto, Soomro, Khuhro).  The Jakhranis are a Baloch tribe who were repeatedly attacking other tribes, stealing cattle, thieving and other dacoitry, and behind other savage criminality.

Later, the Marri tribe helped the British fight the Jakranis.  Eventually, the British captured the Jakrani bandits and forced them to build village settlements in Sindh.  They then gave the Jakrani bandits the option to live in these settlements as free men, or continue to be prisoners.  This is how the Jakrani bandits became settled in Sindh.  At all stages it must be remembered that Muhajirs entered Sindh legally, via the democratic decision of Sindh Assembly in 1947, yet most of the “Sindhis” themselves entered Sindhi illegally as invaders, bandits, or slave traders.

8. Muhajirs speak Urdu, not Sindhi

Sindhis are fiercely proud of the Sindhi language.  This is their right, and nobody should stop them from communicating in their own language.  However, the problem occurs when they attempt to force Muhajirs to adopt the Sindhi language.

Before the British arrived, there was close to zero existing literature in Sindh.  Even in 1936, Sindhi Muslims were almost totally illiterate.  It is therefore preposterous of them to try and impose their language on the Muhajirs. In fact, the British invented “Sindhi Arabic” script and gifted it to the Sindhis, who still remain largely illiterate in it.

As described in this article: “When the British arrived, they found the Pandits writing Sindhi in Devnagri. Traders – including Khojas and Memons – were using a variety of “Modi” or “Vanika” scripts, without any vowels. Hindu women were using Gurmukhi and government employees, some kind of Arabic script.”

The British debated amongst themselves whether to adopt Devangari or Arabic script.  In the end, they decided to impose Arabic script on Sindh, and the British invented “Sindhi Arabic” script, with extra diacritic marks (dots) that do not exist in any other form of Arabic script.  From then on, the Sindhi Hindus were forced to learn Arabic script in order to get government jobs.

This was a disastrous decision, because the Hindus were forced to learn a script which they did not identify with, and the Sindhi Muslims remained illiterate nevertheless.  In 1936, Sindhi Hindus had 26% literacy in Sindhi Arabic script, and the Sindhi Muslims had 4% literacy.  I presume that if the British had adopted Devangari script, the Hindus would have had 70-80% literacy.  If the Sindhi Muslim literacy rate had dropped from 4% to 3%, it would make little difference to anyone.

9. Jinnah: Muhajir no.1

Jinnah was born to a Gujrati family that moved to Sindh in the 1860s to take advantage of economic opportunities at the Karachi port.  This was due to British control of the area – they would certainly not have come if the Sindh Ameers were still in control.  Due to their economic migration, the Jinnahs were Muhajirs.  They never spoke Sindhi.

Aged 16, Jinnah left Karachi and moved to London.  When he moved back to India aged 21, he went to Bombay.  He returned to Karachi after leading the independence struggle in 1947.  In this sense, Jinnah was a double Muhajir.  His family were non-Sindhi migrants to Karachi, and Jinnah again migrated to Sindh in 1947.

If the Sindhis truly respect (Muhajir no.1) Jinnah, they should respect the fact that he was never a Sindhi.  Just like Jinnah, Muhajirs of today are in fact “Urdu-speaking Sindhis”.  The territory of Sindh is our domicile, yet we remain grounded in our Urdu-speaking Mughal culture.

In 1972, Zulfiqar Bhutto tried to force the Muhajirs to adopt the Sindhi language.  He decreed that all Sindhi government business should be conducted in Sindhi.  This effectively meant that all Muhajirs working for Sindhi Government would become unemployed.  The Muhajir rioted against this measure, and many Muhajirs were killed by Bhutto’s security forces.  Today, the sweetest revenge against Bhutto is the knowledge that none of his grandchildren can speak any Sindhi.  They can only speak broken Urdu.

10. Muhajirs reject PPP-Sindhi Rule

MQM consistently wins 85%+ of Karachi’s electoral seats.  At the 2013 elections, MQM won 17 out of 20 Karachi National Assembly seats, PPP only won 1 seat.  By contrast, PPP wins most rural Sindh seats.  Besides a false reading of history, there is no basis for the rural Sindhis to continue governing the Karachi Muhajirs in their disastrous fashion.  We simply wish to govern ourselves in our own province within Pakistan, the nation we were responsible for creating.

In a democracy, the Muhajirs should be able to vote for the same Provincial status enjoyed by the other ethnic groups of Pakistan.  This was the basis for the creation of Pakistan.  For example, Scotland recently held an independence referendum.  Only the people of Scotland decided their own destiny at the ballot box.  Therefore, if the Sindhis seek to refuse Karachi the right to determine its own future, they are effectively rejecting the basis of Pakistan itself.  After all, Pakistan was created on the basis of separate Muslim electorate.  We did not need a majority vote from India’s Hindus to secure our independence.

11. Sindhis: Go to Sindh-1 and be proud

Sindh will always be Sindh, it can never be divided. The Sindhis should be proud to reorganise Sindh into 2 Provinces.  With Sindh-1, the Sindhis can have a purely Sindhi language curriculum, and adapt their culture and language for the modern era.  Currently, rural Sindh’s politicians mostly live in Karachi.  With Sindh-1, they will be forced to live amongst their own people, rather than spending their afternoons drinking cafe lattes in Muhajir coffee shops, and sending their children to schools with mostly Muhajir kids.

Sindhi politicians will become more accountable.  Most importantly, Sindhis will be able to focus on exploiting Sindh’s tremendous natural resources (including coal, gas, gold and many more precious minerals).  These assets belong to the Sindhi people – once Sindhis peacefully grant Muhajirs our autonomous Sindh-2 Province within Pakistan, Sindh-1 should then turn its attention to pursuing its own prosperity.

We are the Urdu-speaking Sindhis, you are the Sindhi-speaking Sindhis.  I bid you farewell and wish you well as you create your own purely Sindhi Province, proud of its Sindhi heritage and working to modernise your culture and traditions.  My advice to you would be to adopt democratic procedures and discard your hereditary Overlords, who will only remain a burden on you.  Muhajirs will always endeavour to be good neighbours and assist in any way we can.  After all, a healthy, wealthy and prosperous Sindh-1 Province is in our best interests too.

Karachi is really diverse no, “Muhajirs” only make 40-45% of population now and it will continue to decrease because of migration from rest of the country and no migration from India as well as low birth rates among “Muhajirs”, in 30 years time Karachi will be Pashtun majority and in some areas Muhajirs are a minority already, I live in DHA/Clifton and most of my neighbors are non-Muhajirs, mostly Punjabis,Hindko-speakers,Seraikis,Sindhis,Kashmirs and Pashtuns and a few Muhajir mixed family but they all have adopted Urdu now.

    Growing up most of my classmates and teachers at college and school were not even “Muhajir”, our constituency NA250 is the most educated and largest in the country as well as the most diverse and we unanimously voted for PTI in the 2013 election and continue to support them, the MQM has no chance of winning here ever again and the times are changing in other areas of Karachi too, come 2018 I bet MQM wouldn’t win more than 10 seats and i’m being generous.
